2021 Hebrew Calendar excludes the month of September. Rosh Codesh lists August then October skipping September. Why is this?

Hi, thanks for using Hebcal!

Rosh Hashana occurs on the first of Tishrei (September 18 at sundown) but we don't call this Rosh chodesh Tishrei.
