The Webservice answer is incorrect...

We are posting http://www.hebcal.com/hebcal/?v=1&cfg=json&maj=off&min=off&mod=off&nx=off&year=2018&month=12&ss=off&mf=off&c=on&geo=geoname&geonameid=3448439&m=0&b=30&s=off

It's returning:

Should be 7:33pm  

take a look at https://www.timeanddate.com/sun/brazil/sao-paulo the sunset expected to 7:55pm.

Candle lighting times for São Paulo - Brasil are using the standard timezone database. Are you still seeing the issue?
