This year (2023) Hebcal shows that April 19 is the 28th of Nisan. Does that mean that the 28th of Nisan starts at sundown on April 19 or that the 28th of Nisan started at sundown on the 18th of April? And why isn't this fundamental issue clearly address

This year (2023) Hebcal on my iPhone Calendar app and on my Mac laptop Calendar app shows that April 19 is the 28th of Nisan. 


Does that mean that the 28th of Nisan starts at sundown on April 19 or 


Does that mean that the 28th of Nisan started at sundown on the 18th of April? 


And why isn't this fundamental issue with the Hebrew calendar clearly addressed all over the Hebcal website?
